Plans to test illegal drugs to be consumed by revellers at festivals in Belfast over summer have been blocked.
In April, councillors backed an Alliance motion to introduce free drug testing services at big events in Belfast. But officials rejected the bid, finding no clear way for the pilot scheme to be legally implemented.
The Alliance party claims that rising drug-related deaths require a wider ‘harm reduction’ strategy across the Province.
Regulations
David Sales, Strategic Director of City and Neighbourhood Services, told councillors: “The Department of Health has advised that drug and pill testing services involve significant legal and regulatory considerations under the Misuse of Drugs Act 1971.
“Any organisation undertaking testing of controlled substances would require the appropriate licences and approvals to possess, transport, analyse and dispose of controlled drugs.”
He also explained that “testing can currently be undertaken through existing arrangements”, involving the Police Service of Northern Ireland and Forensic Services Northern Ireland, “with indicative turnaround times of approximately 48 hours”.
The City official concluded: “At present, there is no legislative framework, funding mechanism or operational model in place that would enable Belfast City Council to establish or directly deliver drug and pill testing facilities at events.”
Drug deaths
According to latest figures from the Northern Ireland Statistics and Research Agency (NISRA), there were 251 drug-related deaths registered in 2024.
NISRA reported that the 25 to 34 and 35 to 44 age groups together accounted for 56.6 per cent of all drug-related deaths, and that Belfast “had the highest number (78) of drug-related deaths in Northern Ireland”.
The Christian Institute has consistently warned that ‘harm reduction’ measures legitimise illegal drug taking and give users the impression that harmful drugs can be taken ‘safely’.
