This booklet examines the plans contained in Lord Lester's 2002 Private Members Bill to give homosexual and heterosexual cohabiting couples the same legal rights and privileges as married couples.

Many of the arguments contained in this booklet are applicable to the 2003 Government proposals to establish a civil partnership scheme for homosexual couples.
